What is the difference between an American registered user and a site registered general user?

The main difference is that an American registered user is a site verified American resident that is allowed to participate in the ranking process (thumbs up/down, add an item to a personal ranked list) whereas site registered general users cannot participate in the ranking process other than generating items for ranking consideration.
FAQ 5 - How do I create a personal manifesto?

How do I create a personal manifesto item?

Go to "MY ACCOUNT" on the top menu and select "MY RANKINGS."  Your personal ranking list is shown on the left hand side of the page in grey. Items under "Search All Items" and "Your Favorite Not Ranked Items" can be selected with a left mouse click and dragged over to your personal manifesto. Items within you personal manifesto can also be selected with a left mouse click and moved up and down your manifesto list. You can select as few or as many items to add to your manifesto as you want. You can also remove items from your personal manifesto by clicking on the "x" on the right hand side of an item on your manifesto list. Personal manifestoes may only be created by American registered users.
